It seemed as if Mendelsohn's dream had been a little ahead of its time, and that the city of California would double its population every decade until it was truly a rival to Los Angeles. The city of California started in the 1950s with high hopes, and originally intended to compete with Los Angeles in size and population, but the backlog in development and an unfavorable environment disappointed its developers.

California City Development Company (CCDC) aggressively promoted the city by running a real estate school to license and train a large sales force, and a quarter-page advertorial from the Los Angeles Times described it as a giant company and inevitable growth.
